Controlled Order Status Emails with “Send Email” Checkbox

We added a new Send Email checkbox to the order status update form in the order edit page.

Order update emails are now sent only when Send Email is selected. Notify Status Change and Notify Comment now control which content is included in the email, not whether the email is sent. All non-email update logic (status changes, database updates, and history logging) remains unchanged.
