Redirect Manager Supports Full Domain Redirect Rules

Added support for domain-based redirects in Redirect Manager: admins can now enter full URLs (e.g., https://example.com/path) in redirect rules. Same-domain targets are normalized to internal paths, while cross-domain targets return direct 301 browser redirects.
