Forced display for payment methods

This is useful when a new visitor opens checkout and does not see, for example, business-only payment methods. They might assume the store does not support business invoicing and abandon the purchase.

With Forced display enabled, the method is still shown to everyone, while availability rules still apply. If the method is restricted to business customers, private customers will see it but cannot select it.
