Improved VAT Handling for EU Business Customers in Admin Order Edit

AI Commerce Cloud now includes basic support for identifying EU business customers located in a different country than the store when editing orders in the admin dashboard.

When applicable, VAT is automatically set to 0%, for example when updating shipping methods for cross-border EU B2B transactions. This reduces the risk of incorrect VAT handling during manual order edits and improves compliance with EU intra-community VAT rules.
