Improved Payment Method Restriction Messaging in Checkout

If a payment method is force-enabled for display but the user is not permitted to select it, selecting it will show an error message:

For general permission restrictions, the UI shows the TEXT_ERROR_PAYMENT_FORBID translation.

If the payment method is restricted by customer type and is tied to Business, the UI shows the TEXT_ERROR_PAYMENT_BUSINESS translation value.
